These Rules determine the procedure for using the information portal Kyiv-City, as well as the rules for posting user content, comments, advertisements and other information on the site.

By using the site, viewing its materials, registering an account, leaving comments or posting any information, the user confirms that he has read these Rules and agrees to comply with them.

1. General provisions

1.1. Kyiv-City — city information portal that publishes news, information materials, photos, videos, advertisements and other materials related to Kyiv and Ukraine.

1.2. The site is an independent information resource and is not an official website of the Kyiv City State Administration, Kyiv City Council or other state bodies.

1.3. The information published on the site may come from official sources, open information resources, messages from organizations, enterprises, citizens and other sources.

1.4. The editorial office strives to verify information before its publication, but cannot guarantee the absolute accuracy, completeness or relevance of all materials.

1.5. Materials marked as "Advertisement", "Partner Material", "Company News" or with appropriate markings may be of an advertising or commercial nature.

1.6. The opinion of the author of the publication, comment, advertisement or other user material may not coincide with the position of the site's editorial staff.

2. Registration and account

2.1. Viewing most of the site's materials is available without registration.

2.2. User registration may be required to use certain interactive features.

2.3. The user undertakes to provide accurate information during registration and not to use other people's personal data without appropriate legal grounds.

2.4. The user is solely responsible for maintaining access to his account and must not transfer the password to third parties.

2.5. It is prohibited to create accounts for the purpose of bypassing blocking, mass advertising, spam or other abuse of the site's functions.

3. Comments and communication

3.1. Comments are intended for constructive discussion of published materials and the relevant topic.

3.2. Users have the right to express their own opinion, ask questions, supplement information and participate in the discussion.

3.3. Criticism of material, organization, official or public figure is allowed if it does not violate the legislation of Ukraine and these Rules.

3.4. During communication, users must respect other participants in the discussion, authors of materials, journalists, representatives of organizations and the site administration.

4. The site is prohibited

Users are prohibited from posting or distributing:

4.1. Calls for violence, terrorism, mass riots, seizure of state or other buildings, destruction of property or commission of other illegal actions.

4.2. Materials, the distribution of which is prohibited by the legislation of Ukraine.

4.3. Calls for the violent overthrow of the constitutional order or the seizure of state power.

4.4. Materials containing threats of physical violence or calls for violence against specific individuals or groups of people.

4.5. Hate speech, discriminatory and derogatory statements against people on the basis of race, nationality, ethnic origin, language, gender, disability or other grounds.

4.6. Direct or indirect threats, harassment, bullying, humiliation and systematic insults of other users.

4.7. Obscene language, if used for insults or aggressive communication.

4.8. Pornographic materials or materials of a sexual nature, the distribution of which is prohibited by law.

4.9. Spam, flooding, repeated posting of identical messages and mass automated publication of content.

4.10. Unauthorized advertising,advertising services, commercial offers and advertising links in comments.

4.11. Fraudulent offers, phishing links, malicious software and other materials that may harm users.

4.12. Publication of personal data of other persons without legal grounds, in particular residential addresses, telephone numbers, documents, bank details and other confidential information.

4.13. Intentional dissemination of false information with the aim of misleading other users or causing them harm.

4.14. Content that may contribute to the disclosure of information that constitutes a military or other secret protected by law.

4.15. Real-time publication of information about the movement or location of military units, equipment, air defense systems and other objects, if such information can be used to adjust fire or cause damage.

4.16. Any actions aimed at hacking the site, gaining unauthorized access, interfering with its operation or bypassing technical restrictions.

5. Copyright

5.1. Copyright to materials published on the site is protected in accordance with the legislation of Ukraine and international copyright standards.

5.2. The user must not post materials for which he does not own the rights or for which he does not have the appropriate permission.

5.3. When using third-party materials, the user must respect the rights of the author and, if necessary, indicate the author and source.

5.4. The administration may restrict access to the material if a substantiated complaint has been received regarding the violation of copyright or other rights.

6. Bulletin board

6.1. The user is responsible for the accuracy of the information specified in his announcement.

6.2. It is prohibited to place advertisements that violate the legislation of Ukraine, contain fraudulent offers, false information or hidden advertising.

6.3. It is forbidden to duplicate the same ads in a large number of categories or use the bulletin board for mass spam.

6.4. The administration may delete or edit ads that violate these Rules, do not correspond to the topic of the section or have lost their relevance.

7. Moderation

7.1. The administration and moderators have the right to check user content after its publication or before publication, if this is provided for by the functionality of a particular section.

7.2. Material that violates these Rules or the legislation of Ukraine may be deleted or hidden without prior notice to the author.

7.3. Depending on the nature of the violation, the administration may apply a warning, temporary restriction of account functions or blocking of the user.

7.4. In case of systematic or gross violations, the user's access to the interactive functions of the site may be restricted for a long period or permanently.

7.5. The decision on moderation is made taking into account the nature of the violation, the context and the user's previous behavior.

7.6. The user may notify the administration of the violation via the feedback form on the site.

8. Complaints about content

8.1. If the user believes that a comment, announcement or other material violates these Rules or the legislation of Ukraine, he may notify the administration.

8.2. In the appeal, it is desirable to indicate a link to the relevant material and briefly describe the essence of the violation.

8.3. The administration considers the appeal and, if necessary, takes appropriate measures.

9. User responsibility

9.1. Responsibility for the content of a comment, advertisement, photo, video or other material published by the user lies with the person who posted it.

9.2. The user is independently responsible for compliance with copyright, legislation on the protection of personal data and other requirements of the legislation of Ukraine.

9.3. The administration is not the author and does not necessarily share the views expressed by users in comments, announcements and other interactive materials.

10. Security Information

10.1. Information on air raids, shelters and other safety issues posted on the site is for informational purposes only.

10.2. Users should be guided primarily by official messages from state authorities, military administration, State Emergency Service, police and other competent services.

10.3. The online shelter map is an information service and does not guarantee that a specific shelter will be available at any time or will correspond to the current state. (Kyiv UA City)

10.4. During an air raid, you must immediately follow official recommendations and move to a safe shelter.

11. Links to third-party resources

11.1. The site may contain links to third-party websites, services and information resources.

11.2. The Administration does not control the content, privacy policy or rules of operation of third-party resources.

11.3. The user follows external links at his own risk.

12. Changes to the Rules

12.1. The Administration has the right to change and supplement these Rules.

12.2. The new version of the Rules comes into force from the moment of its publication on the site, unless otherwise specified in the edition.

12.3. Continuing to use the site after making changes means the user accepts the new edition of the Rules.

13. Feedback

For questions about the site's operation, moderation, posting information, advertising, or reporting a violation, the user can contact the administration via the "Feedback" form.

The administration considers the appeal and, if possible, provides a response within a reasonable time.
